D L Howell & Associates was contracted by Bernardon Haber Halloway Architects (BHH) to become part of the design team in conjunction with the Chester County SPCA to develop site plans for submission to West Goshen Township. The SPCA needed to upgrade their facility to serve the needs of the community and the animals they provide shelter for. In doing so the SPCA developed a plan that included demolition of the existing kennels with reconstruction in the same place and 2,300 S.F. of new building addition. The new reconstruction and building additions also required changes to the parking layout and allowed D L Howell to introduce some landscape and site lighting features to enhance the street view from Phoenixville Pike.

Keystone Helicopter is a 27 acre tract situated within the Bellaire Business Center Sadsbury Township, Chester County. The project involved the development of an Administrative Building, Hangar Building, Paint Compostie Building, and an Aircraft Delivery Center totaling 185,000 SF Site Development including design of all structures, parking, loading, run up pads, storm water design, utilities and landscaping. Approvals included; Sadsbury Township, PADEP, FAA, and the CCCD. Currently D.L. Howell is engineering for Keystone the expansion of the run up pads and converting the detention basin to underground pipe storage.

The Marriot Hotel and Office Coatesville Redevelopment project consists of a 125 Room Courtyard Marriot Hotel, 80,000 SF office building, and a three floor parking garage on 22 acres located in the City of Coatesville, Chester County. The project was funded through various local, state and federal grants and private funding. Hopewell Manor, an age restricted retirement community located in Elverson, PA, consists of 72 apartment units located on approximately 2 of a roughly 6.5 acre tract. Undeveloped portions of the tract feature preserved woodlands and a newly constructed walking trail located along an abandoned railroad line. The development of the site involved the re-use and rehabilitation of the Elverson Fire House. Because the site involved multiple parcels – including Borough owned land – and different zoning classifications, the approval process required changes to the Borough Zoning Map, a land swap involving Borough property and coordination with County agencies to ensure the proposed trail location fit with the current regional rails to trails plan. Major technical design components of the project include the following: Layout of buildings, curbing, parking, paving, site grading, erosion controls and stormwater management. Overall site utility design including water, sanitary sewer and storm sewer. Securing of all regulatory permits required to construct project including PADEP, PADOT, CCCD and approval from the local municipality. Several engineering challenges presented themselves throughout the construction phase of the project. Rock was unexpectedly encountered during excavation of an underground stormwater system. D. L. Howell was able to quickly prepare an alternative design and work with all reviewing agencies to allow for its implementation. A during construction addition of parking to service Borough owned historic structures was needed. The design of additional parking stalls was sensitive in that they needed to work aesthetically with the historic nature of the existing buildings and comply with all of the current ADA regulations.

The subdivision supports Keystone Helicopter, CTDI formerly EB Games and Ramp Master. Major technical design components of the project include the following: Design of all streets, overall site grading, erosion controls, regional stormwater management, and central utilities. Also included were securing all approvals through Sadsbury Township, PADEP, PADOT, PA American Water, Transcontinental Gas Pipeline, and Chester County Conservation District.
